There’s many threads across the years where people try to diagnose this same problem, or even work around it with 3rd party apps:

Even long-standing FR with 140+ comments like this one list as a workaround copying around the hidden config folder - which faceplants into this problem on mobile.

Surprisingly, this issue runs deep: even plugins that deal with “hidden” folders are consistently listed as unsupported on mobile, which sounds like even the Obsidian APIs are neutered on purpose. Example: GitHub - codeonquer/obsidian-sync-config-folder-to-common-folder

At some point I feared that maybe it’s the mobile OS itself that stops Obsidian from touching hidden folders; but that’s not it, because people successfully use various 3rd-party apps to deal with Obsidian’s own folders. E.g., Taio, iSH, a-Shell.
