Other window can't be zoomed in or out contrary to main window

Steps to reproduce

  1. “Open new window”
  2. Apply new zoom level (from settings, command palette or user defined hotkey)

Did you follow the troubleshooting guide? Yes, same behavior in the sandbox vault

Expected result

Zoom level for already opened windows should either follow app level zoom changes, OR those should be able to be zoomed in or out independently of the main window.

Actual result

The zoom level for other windows stays unchanged.
