It is possible to navigate into the properties block using for example 1G. When inside of the properties block, navigation with j and k keys works as expected.
This bug seems to have been present as well as having been fixed before: V1.4.8: Unable to go from note body to Properties/YAML Front Matter using Vim-mode or keyboard arrow keys when Properties set to "Source" and Editor in Live Preview. The only thing from this old bug report I was not able to reproduce in the current version of Obsidian is Sidenote #2.
