Split Outgoing Links and Unlinked Mentions into two separate plugins

Use case or problem

I never use unlinked mentions and it really slows down my database when I open it. I do, however, use Outgoing Links.

Proposed solution

I would like to have these as two separate core plugins so that I could enable Outgoing Links and disable Unlinked Mentions.

This request is similar, in that it requests a designated Unlinked Mentions page, but doesn’t go so far as to make it its own core plugin.

Global List of Unlinked Mentions with filter, search and query support

Use case or problem There are a lot of unliked mentions that do not get attention, because, well you can only see unlinked mentions if you go inside the backlinks page.
