New/Empty tab: New file button should create a note in the current (empty) tab

For UI consistency the “New File” button should be renamed “New Note” and tied to “New Note in the current tab” command.

File & Note are used interchangeably in multiple places. If aiming for a consistent use of Note then you also need to update the tab/note context menu, hotkeys, search options, etc.
