Incorrect word count from apostrophes (re-submit)

I’m posting to re-submit this report.

The bug was closed because of a fix slated for v0.13.18, but the bug is reproducible in version v0.13.23 using the same steps described in the original report.

Paste don’t into a new document, and observe a word count of 2.
