Community Theme Detail view does not scoll

The community theme detailed view doesn’t let you scroll

Steps to reproduce

1. Settings → Appearance → Themes → Manage
2. Scroll down to click on any theme, to see its detailed view
3. The view scrolls down to the middle of the detailed view
4. Try (and fail) to scroll up or down

Expected result

I expected to be able to scroll up and down within the detailed theme view. It would let me click the install button or the details button to be lead to the theme’s homepage.
