What I’m trying to do
I was splitting my vault into separate ones but this seems to be unrelated to the problem.

Create a new vaults in Obsidian.

Move a subset of files from the original vault´s folder it the file browser.

Turn off Restricted mode.

Add same community plugins to the new vaults were in the original one.

Browse previously installed community plugins (Settings> Community Plugins> Browse)
Receive the error: Failed to load community plugins
Things I have tried
- Remove the app.json file from the .obsidian folder. (per Failed to Load Community Plugin . My Fix)
- Disabled select community plugins. (per Obsidian Fails to load community plugins at Launch )
- Disabled all community plugins.
- Removed all community plugins.
- Removed and reinstalled Obsidian.
