Allow specifying additional forbidden characters in file names

Obisidan’s list of forbidden characters has changed over time; it used to be a list similar to Dropbox’s for maximum interoperability, and now is a short list of \ / :

I found a summary of related bugs that prompted those changes: Allow for special characters (colon, / within file name and links) - #4 by andrezgz

I do run obsidian on multiple systems (primarily Linux and Android) and " seems to be a problem on Android to the point that it blocked Obsidian from syncing without my realizing.

I’d much prefer to be able to add " to the list of illegal characters in my Obsidian config, but I don’t think the list is configurable. Could we make it configurable?

A friend of me and I do encounter this problem too.
I run Obsidian on Linux and Android as well but sync my vault using Syncthing.

I think this solution could be a good one to help people :

? could be stored as %3F, or another format.
