Allow for special characters (colon, / within file name and links)

I’ve found a lot of similar feature requests linked to this same idea

• Unallowed characters in filename OS-specific
  • List of not allowed characters in the File name: make it OS-specific!
• Replace/delete unallowed characters in filename
  • Replace forbidden symbols in filename with user specified character
  • Update note name, delete any forbidden characters automatically
  • Invalid characters in Filename
• Use another thing as the title
  • Use H1 or front-matter title instead of or in addition to filename as display name
