Zooming out with CTRL + "-" doesn't properly scale buttons

Steps to reproduce

on windows, scale the whole GUI with CTRL + “-”
buttons are now only clickable on the top part (e.g. settings button, status bar buttons). this does not apply to any of the buttons not tied to the bottom of the window

i expect the buttons to still be clickable anywhere on the button

a specific part of the button (e.g. top left corner of the settings button) must be pressed

when i hover the mouse over the lower part of the buttons, it does not register as interactive. only the top part of the button is clickable.
