When i run Obsidian CLI on windows 11 powershell ,i can't open the TUI

What I’m trying to do

run Obsidian CLI on windows 11 , there is mistask :[6372:0403/091828.277:ERROR:chrome\browser\process_singleton_win.cc:454] Lock file can not be created! Error code: 32
and i can not go into the TUI

Things I have tried
