The bug here is not solved but bypassed (by using https domain name instead of http), so far the http+ip+ port method can not achieve webdav synchronization on the ios side of obsidian software

The webdav server URL set must be http, that is, the ip address and port number. In this case, bugs may occur that the webdav server cannot be connected. However, the URL is changed to https no problem, this bug does not produce errors on the windows side, and note synchronization can be achieved through http:ip and port, only the ios side has such a bug.

You report it to the plugin’s author on GitHub, and they can contact the Obsidian team if need be.
