Understanding the difference between hashtag-tag and tag-tag

Hi. I’m hoping to better understand hashtag-tags vs property-tags.

Why does Obsidian have hashtag-tags and property-tags?
How does this affect the portability of the files? Will hashtag-tags be included in the properties if I go to another software?

Context: I recently switched to Obsidian from Joplin (Evernote for a decade before that) and am trying to understand how to use tags in Obsidian. In previous software systems, I’ve used tags extensively to organize by more specific topics (folders are general, bigger picture). Knowing that my tags would be preserved in importing my notes was an deciding factor in my decision to give Obsidian a try - maintaining metadata between software is a joy. After import, I spent a few hours cleaning up the Obsidian tags as any file text with a “#” came through as a tag, which was unexpected and frustrating, and had me wondering if Obsidian is the right tool for me.
And now I just noticed that the new (since using Obsidian) in-body hashtags-tags I’ve been adding haven’t been added to the properties. (Even using a shortcut to add a tag just adds a hashtag-tag.) I’d gotten used to the idea of hashtag-tags being a quick way to add to the file properties (while making a quick note) and saw benefit to this, but now it seems that there are two parallel systems?

note: I am intentionally using the word “hashtag” since the using the symbol is now dicey, as it has the potential to create an unwanted tag (and I’ll probably copy/paste this text into Obsidian for later reference).
