"Toggle blockquote" strips indentation, destroying list structure

Steps to reproduce

  1. Create a list with indented sublists
  2. Select entire list, then “toggle blockquote”
  3. “Toggle blockquote” again

Expected result

List retains its original structure - i.e., toggling simply removes what it added

Actual result

All list items are outdented, destroying the list structure
