In Microsoft WORD there is the shortcut SHIFT + F3 that toggles the word where the cursor is between ALL CAPS → all lowercase → First letter capital

Is there a similar built-in function in Obsidian or a third party plugin ?

Unfortunately, I don’t think so. I didn’t know Word or other similar programs had that hotkey. In case you are unaware, in the Obsidian settings you can view all the hotkeys that are set or unset by default.

I can pretty confidently say that you may want to switch this post to a feature request. I would vote for it, but to also have the hotkey work for selections.
