Steps to reproduce
For most plugins, the configuration gear appears only after some other action.
I enable “Unique note creator” plugin, but the gear does not appear. I need to enable another plugin and then the settings for “Unique note creator” become visible.
For some plugins, settings always appear immediately. For example, for “Quick Switcher” plugin.

Expected result
The gear should appear immediately after enabling the plugin.
Actual result
The gear for the plugin appears only after some other action.
