The file list in the sandbox does not display files

Steps to reproduce

This will only happen in the sandbox

1. Delete all files in the sandbox vault.
2. Reload the repository.
3. When creating new content, the file list does not display anything.

Huh. That’s a strange one.

I can reproduce it with only deleting the Start Here note and running Reload app without saving:
