Use case or problem
I want to put the attachments in a separate folder outside the vault folder. This simplifies sync and backup frequency due to the difference of folder sizes.
Proposed solution
For example,
D:\Obsidian-attachments\my-vault-name
or
..\Obsidian-attachments\my-vault-name
(relative path)

i think it would be nice to have the option to link folders outside the vauld. i need this for documetation of software.
You can link to folders outside your vault and the Finder (macOS) or Windows File Explorer will open. See:
Linking to external files is mentioned in the drag and drop help documentation
Hold Ctrl on Windows/Linux or Option on macOS to create file:/// absolute links to those files instead of importing a copy.
but there aren’t any examples of the options available. I’ll write up a request to add some examples to the official help documentation, but for the time being, here’s a list I’ve collected.
Windows

The FR is about using an external folder, outside the vault, for attachments than can be read/used in a vault. You mentioned
so I thought I’d share that option if that’s what you were looking for.
