Struggling to add CSS Snippet to obsidian (publish)

What I’m trying to do

Hi everyone, I have spent a lot of time trying to figure out how to publish my custom color headings. I have gotten the snippet to load on obsidian, but for some reason I cannot get it to publish.

After reading many of the forums, It seems like I need to upload it to the vault but for some reason I can’t figure out how.

I feel like this is super simple, but I can’t figure it out.

I have tried dragging the file into the folder, adding new snippets, but I can’t seem to understand how to bring a css file into my actual vault. Could someone help explain it to me? For context, I just want my headings to be blue which I have figured out.
