Split config file into 2 parts - one more permantent, one ephemeral

Currently all whole config is kept one file. It includes both settings like list of plugins, theme, hotkeys, which are usefully for syncing two instances and things are really ephemeral, which are not really useful to sync like lastOpenFiles or workspaceLayout. I’d like to commit this permanent config into git, but it changes all the time with each user action (opening files, changing layout).

Agreed. Moreover, if the permanent part could be easily applied to new/different/all vaults, that would be very helpful.
