Spell Checker Plugin

I can’t’ find a description of the Spell Checker Plugin. I get always the message, that the spell checker folder is empty. Where is this folder and where I get a dictionary?

Spell checker is an editor setting, not a plugin.

On mobile (android) spellcheck doesn’t seem to work. No underlining of badly spelt words.
