This seems like a basic behaviour for a search engine. It could favour well-ordered results, but not be restrictive like it is.
The Another Quick Switcher plugin can be used to sort of replace the [[ Link Suggestions dialogue.
First, position the cursor at the location where you want to insert the link in the note.
Then, call the plugin with the “File name search command”, type the search keywords and navigate using the arrow keys to highlight the note you want to link to, and use the Alt+Enter shortcut to insert the link to the note at the cursor position in the editor.
