Release Notes as a type of note?

If you’ve ever opened up an updated Obsidian desktop but been offline, the Release Notes pop up without actually being filled in. This is because Release Notes are a note that reads data somewhere else.

Is there a way to create a “cell” like this that’s populated from a source?

Looks like at least something similar is possible for plugins. The File Diff plugin puts its comparison of notes in a new tab that isn’t a note.
