Popout window active tab is changed on workspace load

Steps to reproduce

1. In a new vault, create two files, and open them in two tabs
2. Open the same two files as two tabs in a popout window
3. Select the second tab in the popout window
4. Select the second tab in the main window
5. Close the main window, then reopen the vault

Expected result

After reopening, the second tab should be active in both windows, with focus in the main window (as that was the tab in focus on close)

Actual result

First tab is selected and focused in the popout instead

Additional information

• If you just close the main window without first selecting a tab to focus the main window, the problem doesn’t occur, which seems to suggest something about the order of events at closing (though I’m not sure what!)
• Sometimes the main window will have the first tab active as well (instead of the second one), but I haven’t figured out how to consistently/minimally repro it yet.
