Plugins not coming over in spite of copying plugins folder from one vault to another

What I’m trying to do

I am trying to copy plugins from one vault to another. Based on what I have read so far, it should be doable by copying the “plugins” folder from the .obsidian folder of one vault into the other vault. However, after doing the copy, some of the plugins are not showing up in the app. E.g. I had a Hotkey helper plugin in the source vault. After copying over the plugins folder, I see that plugin in the destination folder. But when I launch the app, open the destination vault, and check in “community plugins” section, I don’t see it. What am I doing wrong?

inside the .obsidian folder is a file called community-plugins.json that tells obsidian what ones are installed. make sure you copy that file over along with the plugins folder.
