Looks like this has been a concern from some while. Has anything been done to address it?
In my case, it’s not just the persistence of the Release Notes that’s bothersome, the vault folder sidebar also persistently opens to a date in March. It’s as though the memory state is never updated. Could the two things be part of a deeper issue?
If you mean the note never goes away, and you have your sidebar returning to a previous state, it sounds like you have another completely separate issue. You might want to start a new Help thread and show your “Show debug info” in that thread. (My first guess would be you are storing your vault in a cloud sync tool, and you might have conflicted/duplicated settings files.)
That sync point could well be correct! I do use Syncthing, so the first thing I’ll do is shut it off, and see what changes.

If it is a sync conflict issue, turning syncing off won’t necessarily fix any existing conflicted files. You’ll want to go into your vault’s hidden .obsidian folder, and see if there are any files with “copy”, “merged”, “conflicted”, or similar, or a number at the end of the name.
If you have duplicated/conflicted files, I suggest making a safe backup copy, and then you can close Obsidian, and just try deleting the conflicted files. (That will reset those particular settings.)
Thank you for the further note. You’re right that stopping and restarting syncthing hasn’t cleared up the persistent notes and folder selection. This vault is maybe 2000 files, so I’ve just listed and looked for filenames that indicate conflicts, etc. Nothing’s apparent. Nothing peculiar in the .obsidian folder, nor any of the other hidden folders.
I suppose I could move the entire vault contents, delete this one and start anew. A bit of a faff, and I hope there’s something less convoluted that will do the job.
I suggest you run that command and share the info. Did you do the other troubleshooting steps?
I had looked at the debug info, and considered the sandbox option but decided against it.
I closed the vault, and reopened it with the intention of disabling all the plugins. At that point, I noted the persistent sidebar had not reappeared. So I closed the vault and reopened it again. Both problems have not materialised; neither of them have shown up. So, I’ve closed and re-opened a third time. No notes, and sidebar is as I would expect.
??? I haven’t even checked to see if plugins are up to date. Some delayed effect of having cleared the sync process? If it recurs within a week I will be back.
