Steps to reproduce
Starting with no tabs open, open a page into a tab. Then open other pages into the same tab. Occasionally — it’s hard to describe exactly when it will happen — the pages will stop painting fully. They will typically paint what is visible at the top of the page, but as you scroll down, the lower regions of the page are completely blank.
Expected result
I expect a page to display completely throughout the extent of its scroll range.
Actual result
Only the top of the page is repainted. As you scroll down, the page is blank.
