Outliner Plugin: Move list and sublist

Things I have tried

→ Change hotkeys
→ Watching a tutorial on YouTube (There is none)
→ Installing on two different devices
→ Install/Uninstall the plugin

What I’m trying to do

→ Move lists and sublists

Hey there,
I’ve been trying to use the Outliner plugin on Obsidian for a few days now, but I can’t seem to figure out how to move the lists/sublists up and down. I’m using the correct hotkey and even try to change it and check if it works. But nothing does, I just can’t do it. Any idea of anything I could do wrong?

PS: I suspect I may be creating lists wrong?

UPDATE: It worked on another computer than my main one but still not on mine though.

If you go into settings|hotkeys and type outliner in the search box do you see your shortcuts for 'Move lists and sublists up/down? Are they blue backgrounds or red? If red there is a conflict with another plugin. Mouse over will show which.
I can’t think of anything else at the moment.
