Steps to reproduce
- Download some themes (in the new manage button)
- Select and use one further down the list
- Delete one of the themes before the selected theme
- All but the default theme are removed from the Installed section

Themes to stay in order in the Installed section

UPDATE: This actually appears to happen randomly… I reproduced it as detailed above 3 times, but now it doesn’t happen that reliably. It also happens occasionally when installing new themes
