For that I use two plugins.
Vimium allow you to click on any UI css elements you want. Be careful to download the patched version unless the author fixed the issue in the meantime.
jump to link, as the name doesn’t say, allows to do the same as the jumpy VSCode extension. The lightspeed mode is nice feature also.
The other plugins mentioned in this thread to use vim in reading mode are all dead and lack of settings like use .vimrc or at least customize the shortkeys.
We are still waiting for such a feature. Maybe a core plugin.
