Steps to reproduce
Create a few headings (#) and one subheading (##) and try to move the subheading below the last main heading. (See attached video. It appears video uploads are not allowed.)

Yes, I confirmed the behavior in the sandbox vault.
Expected result
Moving a subheading below the last main heading should do the same it does as when moving the subheading below any other heading.
Actual result
Either doesn’t work at all or the subheading moves to the main heading above the last one.
