Move file command doesn't respect the excluded folder setting

Expected result

the move file command should respect the excluded folder setting because that is a global setting otherwise it is very confusing.

In this case, I should not be able to see node_modules in the search result of move command here.

Actual result

I can see node_modules folder

The subtext is clear that they are hidden somewhere and less noticeable in other places.
Whether they should be hidden in the move file UI is debatable. So please open a FR for this.
