Make setSubmenu public API

Instruction folding: If a plugin has multiple functions and appears together, use the summary folding function, with the plugin name as the selection box and the functions as a subset

The API for that isn’t public, but it’s technically possible to do that, but each plugin author would need to implement it. (That’s why I changed the title.)
