Link to PDF outside vault on Mac, open in Preview

How can I link to a PDF outside my vault on Mac? (I’ve searched and couldn’t discern a straight answer.)

Also, if possible, how can it open in Mac’s Preview application?

Here is the format. Be sure to put “%20” in for any spaces in file name.

[file name](file:///Users/username/Desktop/The%20file%20name.pdf)

or with just link

<file:///Users/username/Desktop/The%20file%20name.pdf>

I have Keyboard Maestro Commands that I use to either copy the named link or just the link. File should open in default pdf viewer.
