For example, if I have blocks all around different notes with the tag #technology, is there a way I can have an auto-generated page of all instances of blocks with the #technology tag?

No, at least not at the moment.
The closest workaround I can think of is to click the Copy search results button in the search pane. It generates a list of links to every note where the tag appears and you can then copy it into a new note.
