Is there a simple way to run JavaScript via file detection?

Things I have tried

looked at Templater and Quick Add plugins could see a solution
wonder if i could just call a templer script via hotkey without a template or creating a new file? better still to an event (i.e indexing new file)

What I’m trying to do

I would like to detect files of a certain kind in a “Inbox” then process them using JavaScript which has access to the Obsidian API. Can this be done without having to make a plugin from scratch?
