Notes synced between all three devices - Mac Desktop, iPhone, iPad
Changes that are made on the Desktop or iPhone are synced via the vault on iCloud, but they are not synced to the iPad version. Changes to notes on the iPad override any previous changes made to the note.
I don’t know how to help you here. iClould sync issues are outside our purview.

I was using the advice given in the link provided. This definitely is an issue with iCloud and I’m surprised others haven’t reported similar issues. After googling around for a bit, the fix that worked is to simply log out of iCloud on the device that’s giving you problems, and then log back in again. So far, it seems to have resolved the problems I was having!
