Toggle Backlinks in Document is per-note on my end in the Sandbox and my own vault. Here I’m pressing the hotkey for it as I move across the tab groups.

I’d try in the Sandbox vault and then all the troubleshooting guide to see if it’s a plugin or something causing the issue.
It seems to work as you demonstrated when tabs are open.
It appears to apply to each tab pane, meaning that each file you open in the same tab pane has the same backlink toggle mode applied.
However I typically don’t have several tab panes opened.
Here, I have only toggled the backlinks to show in the document for Note A. However, when I open Note B and C, their backlinks are also shown. Although the other tab panes for Note B and C are not affected, it seems the setting is applied to each of the tab panes.
I am looking for a way in which I can have backlinks not show by default for all notes and have then appear only specific notes.
I have quite the same problem as borisnoff8: I want some notes to have backlink showing, and some not.
I investigated a bit in sandbox, and, correct me if I am wrong, but current “Toggle backlinks in document” command seems useless for the purpose: it just turns off backlinks at the current tab for the moment, until it is being closed.
When I reopen the same document in new tab, the backlinks’ showing behavior is back to default global setting.
So it seems like it shall not be a bug report, but rather a feature request.
My take on doing this is simply to switch to the backlink pane in the sidebar, and then have a shortcut to toggle the sidebar. Then whenever I feel like seeing the backlinks, I toggle the sidebar.
A similar option, could also be developed using a plugin like the Contextual sidecar and then having a tag to trigger when it should show backlinks or not. Then you could customise when you want the backlinks for a document (or folder group) to show or not. It’s still utilising the sidebar though.
The last option I would like to suggest, would be to use the Rich foot plugin which allows to add the backlinks to the footer of pages. Some customisation can be made as to not use that for given folders and so on.
