Canvas would work quite well for this, you can colour the cards red, blue, green, yellow, whatever you need, and there’s auto-alignment so you can make it into a table easily. You can also add in the relevant notes to the subjects connected with the arrows if you want.
Adding some automation to this would be of great interest.
