To rearrange panes, click and drag the icons that represent the tabs of the panes.
You have to click the icon that is above the squares you have drawn.

how to split the left part into two blocks and the downstaire is the catelog?
Just drag what you want to the bottom of the left pane, and then resize as you would like.
