By no means it is a full solution for the easy navigation issue, but I recalled something from my web development background - the includes.
I ended up creating a simple note with hierarchical navigation outline. The link can be easily posted at the top of a note and hovering mouse over that link reveals tidy navigation “include” 
Obsidian is very “fluid”, friction-less note taking application and I wanted to add a bit of that fluidity to the browsing experience of regular user, who would not use keyboard shortcuts or CTRL+O.
