Horizontal line disappears when header collapsed

I am a new user coming in over from Evernote and I’m really happy so far. One issue, though: I want to have horizontal lines between headers, even when the above / below header is collapsed.

I’ve tried toggling strict line breaks, which didn’t help. I tried workarounds like making the horizontal line a header, but it seems that horizontal lines cannot be headers.

Any way around this?
