Help: My outline function is not available

I cannot find the outline pad in page options and CMD+P view.

I 've reinstalled the app twice but it didn’t work.

What I’m trying to do

Now I cannot use the outline function. I cannot see the table of contents in the originally opened pad, and I cannot open new outline pads.

Did you disable the plugin in Settings > Core Plugins?
