Footnotes not working in v0.13.23

Steps to reproduce

Create a note with footnotes as described in the docs

Some material that needs a note [^1]

References
[^1]: some foot note

Expected result

The first [^1] should be a superscript 1 link, and links to the reference [^1].
The reference [^1] should link back to the original superscript 1.

Actual result

In reading note, the 1's are all in text form and the initial 1 is not in superscript.

In live preview, the ^ appears, and the 1's only have styles applied. They are not links.
