File > Open quickly... can stack indefinitely over existing prompt panels, unlike shortcut

Steps to reproduce

  1. File > Open Quickly…
  2. Do not enter anything, instead repeat step 1 10 times
  3. Each time, observe how the different prompt overlays stack on top of each other, making the background blurrier (see screenshots at the bottom)
  4. Finally, exit every layer of Open Quickly panel by either clicking outside the text field, or actually entering some file name and pressing enter to go there. Note how each time you may go to another page or cancel the Open Quickly but the other prompts will still appear after that. Each time, the background will become a little clearer until the last prompt disappears and you reach the normal state.

This also works on top of other panels like the command palette (Ctrl+P), in which case you can see one prompt overlay on top of the other. See last screenshot.

This doesn’t happen when using shortcut (Ctrl+O), as you’re limited to one prompt.

Expected result

Like the shortcut, Open Quickly… should do nothing if Open Quickly / Quick search panel or another panel is already opened.

Actual result

The Open Quickly… menu item opens Quick search panels indefinitely on top of existing panels.
