This is driving me nuts, but I can’t figure out how to create a tag!!

I have enabled the tag pane and it is visible to me, and I’ve searched the documentation, but I can’t find an answer to this simple question. Help!

Things I have tried

CMD+N (within the tag pane)
CMD+T
Right clicking on the file.
