Drag a file to starred notes and insert it at mouse location

Use case or problem

When dragging files from the file explorer to the starred notes, it adds the file at the bottom of the list. A user have to scroll down the list and drag it again from the bottom to reorder it.

Proposed solution

Combine these two drags together. When the user drags a file from the file explorer to the starred notes pane, allow the file to be inserted to the list at the mouse location.
