Is there a way to download or view published notes/vault s and view it locally on obsidian app?
Or its only possible on browser?

Im new to this, so any piece of info would help a lot

There is no official way to download a vault published with obsidian publish, other than writing a script that crawls the website.

So if i want to view or access a published vault or notes, its just on the browser?

yes, if the creator does not provide a downloadable version somewhere
