Steps to reproduce
- Disable the “Files” Core Plugin
- Click on the top right menu button in a note
- Look for the “Move file to…” menu item
- Observe that the “Move file to…” menu item isn’t there
- Open the command palette
- Type “Move”
- Observe that you can still move the file with the command palette

Expected result
Either the command palette entry should be removed or the “Move file to…” menu item should be still accessible[1].
Actual result
The command palette can still run a command to move files, but the “Move file to…” menu item isn’t there.
